San Diego Trade Mission: Next-Generation Semiconductor Forum

AIの進化と社会実装を支える基盤として、次世代半導体の重要性がますます高まっています。本イベントでは、半導体設計や低消費電力技術に強みを持つ米国・サンディエゴと、材料・製造・量産技術に強みを持つ日本との連携の可能性を探ります。
Part 1では、経済産業省(METI)による日本の半導体研究開発戦略の紹介に加え、Qualcomm、レゾナック、ローム、ルネサス エレクトロニクスが登壇し、政策、デバイス、材料、製造の各側面から次世代半導体開発における日米連携を議論します。
Part 2では、最先端半導体デバイス技術とシステムアーキテクチャの研究開発を進めるUC San Diegoと、日本でオープンな半導体設計環境の普及を推進するOpenSUSIが、国際連携や設計基盤のオープン化、人材育成の可能性を紹介します。次世代半導体の開発とオープンな設計環境の両方から、AI at the Edgeをはじめとする次世代産業を支える新たな日米協力を展望します。

As AI advances into real-world applications, next-generation semiconductors are becoming more important than ever. This event will explore collaboration between San Diego, with its strengths in semiconductor design and low-power technologies, and Japan, with its capabilities in materials, manufacturing, and mass production.
Part 1 will bring together Japan’s Ministry of Economy, Trade and Industry (METI), Qualcomm, Resonac, ROHM, and Renesas Electronics to discuss U.S.-Japan collaboration in next-generation semiconductor development from the perspectives of policy, devices, materials, and manufacturing.
Part 2 will feature UC San Diego, where interdisciplinary experts are redefining the boundaries of semiconductors and system architectures to meet the super-exponential growth in computing demands, and OpenSUSI, which is promoting open semiconductor design environments in Japan.  The session will examine how international collaboration can advance open design platforms and talent development.  Together, the two sessions will explore new models of U.S.-Japan cooperation supporting AI at the edge and other emerging industries.

Miwako Waga, Senior Director for International Innovation Outreach, Office of Research and Innovation, UC San Diego

Miwako oversees the planning and implementation of the university’s international research and innovation partnerships with industry and academic institutions. She formulates strategies for outreach and fundraising and identifies potential international partners for UC San Diego research initiatives.
Miwako manages international collaborations through technology exchanges between academic and international industry communities. Since joining UC San Diego in 2014, she has played a pivotal role in fostering strong relationships with strategic partners across industry, academia, government, and public sectors in Japan, South Korea, Taiwan, Vietnam, and the UK and European countries in recent years.

Mark Cafferty, President & CEO, San Diego Regional Economic Development Corporation

As president and chief executive officer of San Diego Regional Economic Development Corporation (EDC), Mark Cafferty sits at the center of a unique partnership of business, trade, community, and education leaders who have reinvented the region’s economic development agenda.
Cafferty has spent decades designing and managing systems to support career advancement and economic opportunity for American workers, while also supporting the sustainability and success of American businesses. His more than a decade of leadership and service at EDC have positioned San Diego as a pillar of the global economy, while also establishing ‘inclusion’ as the foundation for the organization’s mission, goals, and work.
He previously served as CEO of the San Diego Workforce Partnership and deputy executive director for the Boston Private Industry Council—where he led the nation’s largest summer youth employment program in the summer of 2000.
Cafferty serves on numerous boards and committees, including the President’s Council at California State University San Marcos (CSUSM), and the board of directors for Curebound—a San Diego-based non-profit organization dedicated to curing cancer in our lifetime. He was recently honored by the USS Midway Museum with its 2026 Dr. Martin Luther King, Jr. Bridge Builder Award for his work throughout the San Diego community.
A Boston native who now considers San Diego home, he earned a BA in marketing and communications from Assumption University, and his advanced certification in Performance Measurement and Non-Profit Management from Harvard’s John F. Kennedy School of Government. Cafferty was also selected as a Social Innovation Fellow at Stanford Graduate School of Business and received an honorary degree of Doctor of Humane Letters from CSUSM.
He resides in San Diego’s Point Loma neighborhood with his amazing wife, Dr. Charlene Kakimoto, and their two teenage sons. Charlene is a dermatologist and former lieutenant commander with the United States Navy.

齋藤 尚史/Hisashi Saito(経済産業省 商務情報政策局 情報産業課 次世代半導体戦略室長/METI)

半導体で博士号を取得後、約10年、民間企業において半導体の研究開発・事業化などに取り組んだのち、経済産業省に中途入省。入省後、一貫して半導体政策に携わり、半導体戦略の企画・立案や、様々なプロジェクトに関与。

Monique Rodriguez, Vice President of Government Affairs at Qualcomm

Monique Rodriguez is Vice President of Government Affairs at Qualcomm, where she leads policy engagement on international trade, technology, innovation, and regulatory issues, working with government and industry stakeholders across global markets.
 

山口 雄平/Yuhei Yamaguchi(ローム株式会社 マーケティング本部 AIサーバー市場担当 統括部長/Rohm, Group General Manager, AI Server Market Segment, Marketing Headquarters )

2008年、大阪大学大学院基礎工学研究科博士前期課程修了。同年、ローム株式会社入社。
アナログLSIエンジニアとして、高周波電源IC「Nanoシリーズ」の開発・事業化に従事し、電源システムの小型化・高効率化に貢献。
その後、GaN事業において事業責任者を務め、国内外の顧客との技術・事業連携を推進するとともに、電源メーカとの協業を通じてGaNデバイスの市場展開を牽引した。
近年はAIデータセンターおよびAIサーバー市場を担当し、パワーデバイスとアナログICを組み合わせたシステムソリューションの企画・提案活動を主導。市場動向や顧客ニーズを踏まえた商品戦略立案から技術提案まで幅広く携わる。現場に足を運び、本質的な課題を見極めながら、自社技術を顧客価値へ転換することを信条としている。現在はAIサーバー市場向けマーケティング責任者として、次世代電源アーキテクチャの普及と新市場開拓に取り組んでいる。

阿部 秀則/Hidenori Abe(株式会社レゾナック CTO(半導体材料)執行役員 / エレクトロニクス事業本部 副本部長/Resonac, CTO )

東京工業大学 化学工学科 修士課程修了後、1998年に日立化成工業入社。封止材料開発部にて15年開発に従事。その間、Hitachi Chemical Co. America(現REA)に駐在、OxfordにてEMBA取得。マーケティングを担当 後、研磨材料ビジネスユニット長、パッケージングソリューションセンター長、開発センター長に就任、JOINT2・US-JOINTの立ち上げに従事。2024年、業務執行役およびエレクトロニクス事業本部副本部長を歴任し、2025年1月より現職に就任。

Albert P. Pisano, Dean of the Jacobs School of Engineering and Special Adviser to the Chancellor, UC San Diego

Albert P. Pisano was appointed Dean of the Jacobs School of Engineering at UC San Diego on September 1, 2013, where he holds the Walter J. Zable Chair. He was elected to the National Academy of Engineering in 2001, and the National Academy of Inventors in 2020. He is a Fellow of the ASME and the AAAS, and a member of IEEE.
Previously, Pisano served on the UC Berkeley faculty for 30 years where he held the FANUC Chair of Mechanical Systems and was co-director of the Berkeley Sensor & Actuator Center. Since 1983, Pisano has graduated over 70 Ph.D. and 75 M.S. students. From 1997 to 1999, Pisano was a program manager for the MEMS Program at DARPA.
Pisano earned his undergraduate (’76) and graduate degrees (’77, ’80, ’81) in mechanical engineering at Columbia University. Prior to joining academia, he held research positions with Xerox Palo Alto Research Center, Singer Corporate R&D Center and General Motors Research Labs.
Pisano’s research interests include: micro electromechanical systems (MEMS) wireless sensors for harsh environments (600°C) such as gas turbines and geothermal wells; and additive, MEMS manufacturing techniques such as low-temperature, low-pressure nano-printing of nanoparticle inks and polymer solutions. He is a co-inventor listed on more than 36 patents in MEMS and has co-authored more than 400 archival publications.
